Much of the ethos is to get the new inexprienced riders confidence up on paths and quiet roads then with time they can join more experienced riders who are comfortable on the road.
I'm kind of pleased sustrans won, but at the same time worried that before too long cyclists will be expected to ride only on cycle paths and the road will be for motor vehicles only. I hope I'm wrong but you can kind of see it coming can't you?
